What is included in the sale ? all the source code.what is the technological stack ? laravel (php), vue.jswhich parts of the project are incomplete?the searching of the criminals , i believe 75% is already completed within the project the whole features are in  https://www.sideprojectors.com/project/12195/blacktraildo you have any traffic ?none so farwhy are you selling ?i am selling this project because i am currently in need of money and also i would like to sell this project to help the security in our society, because i disdain crimes and criminals and i want to solve this problem but i don't have the strength to launch it since i don't have any connection to any law enforcement agencies, and also in our place, police are very strict and unapproachable.  and i believe solving crimes is a great starting point to better our society. also, i have an urgent business matter to focus.how can the future owner turn the project into a business ?if the project owner is into launching businesses that's security is the primary concern , then this would be a great business idea for him/her. he/she can go to the police / fbi / law enforcement agencies ask for the data that they can give about the criminals and then start marketing the service on facebook, twitter or from word of mouth. he/she can earn money by getting a small commision per transaction or for every criminal that is captured, it depends on him.
